What You Do
If using one craft or popsicle stick, sut it in half with the scissors. Paint both sticks with white paint and let dry.

Cut a rectange from the orange paper, about 2" x 1". Use the black marker to write "TRICK OR TREAT!"
Cut a bag handle from the black paper, a thin strip about 1/4" x 2". Glue handle to the back, looped so that you can hang it on his arm in a later step.
Place cup upside down on the table. When craft sticks are dry, glue them into the slits in the side of the cup.
Glue the handle of the bag to the end of one of the craft stick arms.
Draw eyes and mouth on the front of the cup.
