Sad face anyone having this problem?

Losing weight but yet I eat healthy, I jog and power walk almost everyday for anywhere from 1 to 3 miles, I don't eat or drink junk but yet the weight just won't come off. I have gained this 11 lbs over the past 1 1/2 yrs and quit jogging and power walking right after a very minor surgery but started back up since we retired this late summer. I will be 62 in Feb. I have had a complete physicial and everything is where it is suppose to be. Does anyone have any suggestions? I am getting so discouraged from exercising and no lbs are coming off.
p.s. And no, it's not muscle....I still have a flabby belly and struggle to get into my size 8's

I lost some weight when my doc said to cut down on carbs, not like Aitkins but be aware of what's in the packaged food you buy. WOW was I shocked when I added up my calories. I don't specifically count calories, but if about to eat pre packaged food I look to see on the chart how high in calories it is and if I think the extra is worth it.
I don't cook separate meals to my family but I eat less carbs, less rice, less pasta, less potatoes, I have a salad instead of salad sandwich, I don't drink juices any more, I eat an orange. I refuse to give up sugar in my tea and coffee so that is my special treat.
I make a pot of vegetabel soup as many veges as possible and snack on that during the day, as I find I pick if I'm not careful LOL (can crushed tomatoes, 1 can of chicken stock, celery, carrots, broccoli, seasonings (chicken optional, no potatoes, or starches)).
I am not 100% strict on this, weekend with kids and dh make it hard but if I leave out junk food I get cranky LOL, so little bits.
Probably no help to you whatsoever but this is how I did it, 11kilos I think come to 23lbs? I do Curves 3 times a week also. I too still have a flabby belly but I'm toning the rest of my body.
