undisciplined 16 yr old

I am married to a wonderful man who has 2 daughters. The younger of the two (16) is one of those kids who has pink hair, a studded belt and hates school. Because he doesn't want to alienate her too much, my husband doesn't discipline her when she gets into trouble.
Recently, she ran away with a friend to another state. My husband and I took 2 days off of work to go get her and bring her home, and now she is living full time with us (vs. with her mother). Her punishment for running away was originally set for 1 month of being grounded, and paying back the money it costs us to go get her.
She is allowed to watch t.v. talk on the phone and even be on the computer for limited amounts. How is this punishing her and am I wrong for feeling that this is not going to help matters?

This issue only opens up many more about my relationship with her and my husband. My 10 year old who generally is a very good kid, gets punished for leaving clothes on the floor. And she doesn't get more than a slap on the wrist for this.

What am I supposed to do?
