One of my DS is an Animal Control Officer in another city and they have the same rules for cats and dogs there. License, shots, and keep them contained (no chaining allowed I believe). If they pick them up you have huge fines, animals must be spayed or neutered (you have to pay for that along with the fines), shots up to date all before you can have your animal back. They also have certain rules for your yard with them, has to have a shelter, food and water. Kind of strict, but protects the animals! They do times where they go almost door to door and ask to see the proof of license and shots and if you can't produce it you get fined.

Wow, I don't think that would fly here. People don't really care about their cats like that. They complain about having to license their dogs. I wouldn't mind a law like that, except maybe when my kitty runs through my legs and takes off. Most times we can catch him, but there have been times when he is just too fast. It doesn't happen now that it is winter though, too cold for this little prince!
