Do you have any of those wee-wee pads for puppy potty training? I have them for my chihuahuas because I am away during the day. You could also put out some plastic (can be bought by the yard at Wal-mart) and then cover it with cheap carpet until you get her trained. Dogs usually return to the scent of where they peed and pooped before. Can you take her out often and then do a lot of praising? Used to, if I take mine out frequently, they don't do much piddling inside.
My 13 yr old has failing kidneys and several bladder stones, so he has to go very frequently. Sometimes he cannot make it to anything. So, my DH puts out a roll of plastic and a roll of carpet. That way, it is no big deal if he dribbles on the way to the wee-wee pads. My dog's problem is permanent, but I am sure yours can be trained.
Dogs are also like children in that emotional upsets can cause them problems with their potty training. Try to keep her on a routine, if you can. I really feel for you because that is such a difficult problem to work through.
