Outdoor Snow Activities for Toddler?

I need some ideas for winter/snow activities for my toddler. He's a year old but isn't walking yet. We get a lot of cold days where it's just gray outside and the snow isn't wet or soft enough to pack together.
My older 3 year old wants to go outside and I get tired of sitting in the house day after day too.
I just don't know what to do with my little one. I dress him up and let him crawl, but he gets snow in his face pretty fast and he hates it and cries. He also has to wear mittens without thumbs so he can't grab things easy.
I let my older one use spray bottles with colored water to color the snow and give him pots and spoons etc and let him dig and play.

Dear aurora,

I learned to knit so my 14 mo old dd (now 17 1/2) could play in the snow with thumbs on her mittens. If you can't find a 100% wool pair on Lands End or whatever, then send a pm to me and I will make you a pair for free! Just tell me if you want a string that goes up and around the neck or not. I only make them for friends this way because I don't want anyone to blame me if the string gets loose and causes a problem. Otherwise I can put a loop at the cuff and you can sew a button on the coat to attach the mitten to the coat cuff.

Here's something toddlers like....get one of those "flying saucer sleds" and a bungee cord (the truck kind, the real heavy black ones). Loop the cord through the little nail hole in the edge of the saucer and let your child sit in it. Then pull him around. Powdery snow is fine for this activity.

Also, get a "gaiter." They are made of fleece. You want an adjustable one. Put it around your child's neck over the jacket and hat and pull it up so only eyes are showing. This will help with the snow-in-the-face thing.
