Here is a quick easy idea I did with my Story Time group last year.
Pumpkin or Ghost Windsocks
Orange or White construction paper
Green or White tissue paper cut in strips approx 1" x 18"
Pipe cleaners
Black colors
tape
Lay construction paper so long side is horizontal.
With a black color have children draw a face (orange paper--pumpkin / White paper ghost) in the middle of the paper.
Flip paper over, using green tissue paper strips on orange paper and white stripes on white paper, tape a row of stripes along the bottom of the paper.
Turn paper over to right side. Meet the short ends of paper making a cylinder and secure with tape.
At top of cylinder on each side poke a small hole and attach a piper cleaner for a handle.
The children can hang them inside for a quick Halloween decoration
