My son made a snow dome from a jar in pre school, he still has it now 4yrs on he loves it but I don't exactly know how it was made.
It looks like the xmas tree (decoration) was made out of play dough and somehow stuck to the lid ( I don't know with what) it was probably then screwed on the jar that was full of water and had glitter, then tightly sealed then taped with electrical tape.
This is only how I think it was done, I'm not totally sure.
This site may help more than I can

I couldn't get the above link to work so I hope my directions aren't the same as the above was, but here is directions I have had that I got out of an old woman's day magazine.

Rinse out a glass jar and let it dry. On the inside of the lid you can make a snow covered mountain with a modeling clay called Sculpey. Then put a small animal or toy to the lid with a glue gun or you can use epoxy. Then fill the jar with water and 1 tsp glycerin (it makes the "snow" fall slowly). Add silver glitter as the "snow". Fasten the lid and you have an instant "snow globe".
