You have a lot of great ideas for inexpensive gifts. One of them, though, that I would like to comment on is putting sprigs of herbs in oils. Please make sure that if you do this, the herbs are DRIED. When you put fresh herbs in oil, they will decompose and the water in them separates from the oil. This will turn the oil rancid and moldy. I know this from making the mistake about 25 years ago, and all my gifts were ruined. Also a good flavored oil to make is one with dried chilis or other small hot peppers. Those you can buy in the Mexican food aisle at most stores and are cheaper than some herbs. It adds a kick to soups and chili, and most other food where you want a little heat. It's great in cornbread. Thanks for all the gift ideas that you accumulated.
