use a concealer that is one shade lighter than your foundation. put the concealer only on the dark part under your eye. usually that is from the inside corner to under your pupil parts of your under eye area. if you carry it out to the outter corner of your eye, you end up highlighting the whole area instead of concealing it.
blend it in so there is no line. and do not use a lot of concealer. a little bit goes along way. too much makes your eyes look puffy.

lightly dust it with powder to hold it in place.

if that doesn't cover it up, try a light green concealer. the green counteracts the dark purply color. start with just a little bit and pat it on. apply your foundation and set with powder.

when the cosmetic counters at the department stores offer their free makeovers, have one done and ask them to help you with any problems you are having. even if they aren't offering free makeovers, many of them are happy to answer your questions.
tell them you have your concealer already but you can't seem to apply it correctly and they should show you step by step how to apply it.
