I know a few people here in Idaho who have dwarf citrus trees. They keep them in large pots and bring them indoors during the winter months.

If you are moving to the southwest corner of Idaho you will be living in the 'banana belt' of Idaho. Citrus trees would have a better chance of survival here than elsewhere in the state.
